91 chevy wont start

I have a 91 chevy 2500 that wont start.   Changed
fuel pump, fuel filter, engine heat sensor, plugs,
wires, cap, rotor, map sensor,  fuel pressure
regulator, and ecu but truck still will not start.   The
tbi is still streaming too much fuel.  Can a bad fuel
relay cause tbi to release too much fuel?
