Car will not start. Dash light up, horn blows put it will not start.

Ok so im assuming you have 12 volts at the battery, you may want to check and make sure. If you have the 12 volts the you may want to check all the connections. If they look good, you would need to then check the stater relay and stater. If they are good you would then check the neutral safety switch...
