How do you reset anti-theft system? My battery went dead and now the alarm will not let it start.

Turn key to on position, but not start it. Push red button on left of steering wheel twice, then start.

Our 2013 Toyota Rav 4 runs/drives good. Yesterday the alarm system started going off while driving down the road. My husband had to take out the horn fuse. How can we fix this?
