You might want to consider replacing both tail light bulbs. Not uncommon for one to burn out without you noticing . Then the other goes bad...then you notice. These bulbs may be dual filament. One for brake lights...and...one for tail lights.

I initially tried changing both of the bulbs and that didn't work. The key is where are they fed from and what does the schematic look like ???.There is no voltage there,I measured it.!!!

OK. look on the left side of the inside of the trunk. Carefully pull down the inside cover near the left trunk lid hinge. There should be a connector there which feeds power to the tail lights. The question is ...what color is the wire feeding the tail lights? Your right....we need a wiring diagram. Try a Google search of your make model year. Specify "wiring diagrams" Good Luck.
I had a loose wire in the fuse block for my Tail Lights. Wire Harness was Broke at the trunk hinge and shorted out. also license plate bulbs were burnt out. 1999 Toyota Camry Le 4-cyl
