license plate light on Toyota Camry 1999 will not work when new bulb installed

Both lights are out and do both have to be installed to work.

http://www.toyota.com/t3Portal/document/om/OM33502U/pdf/7-3.pdf Page181 They simply turn and remove and replace. And yes, they are wired in such a way that if one goes, the other will also..depending on which one goes out. I don't know which one it is, but the power goes from one to another, passing through the bulb like Christmas Tree lights. Use Type-C Wedge base bulbs
