Fuel pump not coming on

1997 Rav 4. Replaced fuel pump and
battery. Car has been run nearly dry many
times so I suspected FP, when a blown FP
fuse did not fix the problem. Put in new fuel
pump. Still not coming on when we try to
start car. Car turns over nice and strong but
doesn't catch and start

Did you check the fuel pump relay?
Trying to check the relay and we have discover that no power is going to radio. Fans. Headlights. All fuses checked and working. Battery strong and hooked up Properly

Did you check the power distribution box under the hood?
no power coming to the fuel pump. Relays are working but no it seems that power is not leaving the relay box to reach the FP and there is no power to door locks, fans, radio, ac or turn signals. Headlights are working, no dash lights. Interior lights are working.

Replace the relay and see if that does the trick, but as far as the other issues That vehicle has fuse and relay box's all over the place.
so far the problem has been traced to the ignition switch. If that doesn't fix it when replaced, I'll post again.
