1991 Corolla DLx wont start

Bought a new battery it clicks but won't start when I turn the key I've gotten it jumped before but it
takes 30 minutes is this my starter?

Starter is easy to check with a cable direct from your new battery to the starter--you're bypassing the switch and ignition wiring. If the starter turns the engine over, the problem is in the wiring. Make sure all the battery and starter connections are clean and tight, working your way back towards the ignition switch which could also be the problem. If the starter 'spins' but doesn't turn the motor over, replace it.
If the battery is good and it still won't turn the motor, then it's the starter. The clicking sound is the solenoid moving the starter gear to the flywheel. That means your switch is working. Battery good, switch good...must be starter.
