How do you remove the steering wheel and get to the ignition replacement?

You will need a steering wheel pulling tool, as well as a tool to compress the locking plate beneath the steering wheel in order to allow access to the ignition parts. I suggest purchasing a Haynes manual as this will show you step by step what to do. It can be a bit daunting if you've never done it before.
