Sounds like the fuel pump may be bad, should check the fuel pressure, it should be like 4 to 7 lbs.
T thank you I forgot one thing when I check the fuel filter I pulled it out it was all bent up real bad like it was smashed could that have stopped at 2 even though I kind of figured you was going to say but I didn't want to hear the fuel pump
The fuel filter sounds like it could have ben an issue. If there put in backward that would restrict the fuel flow. The opening needs to face back toward the gas tank. Looks like they make a mechanical fuel pump for this which is like $20, or a in-line electric fuel pump which could run from $30 to $50 depending on what you get. Looking at the fuel pressures for this looks like you should have a min. of 3 lbs. and as much as 9 lbs.
You may want to check to make sure the carburetor is not flooding out also. When you shut the engine off look down to the butterflies to see if you see gas leaking down. If you see gas then it is flooding out.
