car stars then shuts off and water comes out the muffler

Sounds like maybe a blown head gasket...check the oil and see if it looks a little milky,it may have water in it, or check the water in the radiator, it may have oil in it or just be low. Of course without more information it could be anything...theres always a little moisture coming from the tail pipe when the car is cold and warming up.
