Can a gas fuel pump shut off switch be used to the owners convenience as a
kill switch against theft on a 1999 ford f150  truck

You can, but the switch is not made to be used as a regular on/off device. If you weaken it, it could activate when you don't want it to. You could also just disconnect the electrical plug going to the coil. It will crank but not start.
