I replaced starter both sets of wires new battery i have 12 volts at all times and my 97 f150 still will not turn over engine is not sezes can you help

I replaced starter both sets of wires new battery new starter relay I have 13
volts at all times and my 97 f150 will not turn over engine is not seized can
turn it please help

Just to make sure we are talking apples to apples, when you say "engine will not turn over" do you mean the engine will not spin when you turn the key? If you have a fender mounted starter solenoid check it for proper operation. The net should you how.
