My 1994 ford f150 all electrical is dead. Jumping does not help, new battery did not help. Multi-meter shows 12VDC at battery and going to starter relay and starter. but still nothing works.

all electrical is dead, nothing works, door locks, under hood light, cab lights, head lights,
etc. tried jumping and new battery. meter shows 12VDC at battery, starter relay and
starter. totally confused, please help.
