1996 Ford F150 serpentine belt issue

I replaced the water pump on my
truck thinking that's why the
serpentine belt broke the other
day but after replacing it the belt
still locks up and doesn't want to
spend while I had the belt off I
noticed that the air pump pulley
would not spend freely and seem
to be locked up does this mean I
need to replace my air pump?

The air pump pulley should spin fairly easily by hand. If it doesn't then you need a replacement.
