Can my 2007 Toyota Tundra towl a 10,500lb camper?
I have a 2007 Toyota Tundra with 5.7l engine and V8. The truck says that it can
tow 10,500lbs. Does this mean my truck can pull a 10,500lb camper, or do I
need to consider the weight in the truck as well when towing?

The rating is gross weight not just trailer weight you also have to take the stuff in the truck and trailer into account I wouldn't pull more than 80% of the rating for more than a short time as it causes a lot of strain on the drivetrain and I don't want to wear the vehicle out prematurely (if anything is weaker than it should be it has the chance of failure if pushed to maximum so be sure if you do go close to rating you are alert for anything that might fail)
Passengers, your belongings, the stuff in the back of the truck, water and supplies in the trailer all count towards the maximum weight. I think you need a 3/4 ton truck.
