can i repair the issue myself

have a 2000 Buick Le Sabre and it won't shift out of low gear...repair or
replace

If you can rebuild a transmission you can fix it. I would junk the car.

Have a transmission shop check it out in case they can fix it cheap, otherwise scrap it.
