Windshield major fogging, has anti-freeze smell

1999 Buick La Sabre- major fogging of windshield seems to be from heater/defroster/air conditioning vent on dash.  Drains radiator.  Smells of anti-freeze.
Had radiator replaced on trip 3 weeks prior to this problem starting.
What may be causing it and how do I repair?

Yes, you have to remove the dash to access it to remove and replace. Not a fun job. Youtube has some videos. Plan on a full days work or more.
