Turn on a/c fans should come on low if not you probably need to recharge system. There is an a/c pressure sensor that tells fans to come on, no refrigerant no pressure. Found this out as I was also trouble shooting fans not working. First day I turned on a/c fans came on low as supposed to, next day I tried a/c again to make sure fans came on they did not until car ran for a couple minutes, built up pressure and they came on. This along with not being very cold told me a/c needed attention.
