That sounds odd, although the TIPM does control basically everything fuse-wise, and if there's a problem with the TIPM, that could cause your issue. The TIPM was a known failure point on some of the older models (2000-2004) so in a way it's good if they're replacing it now. Typically the horn fails due to the clockspring in the steering column or other issues.
I'm trying to find out now why my horn isn't working. My remote keyless works but no horn blows when i pass the remote.
Is there a fuse for the horn?
Unfortunately yes I have and it is a pain in the butt. Dodge sent over a million vehicles out with malfunctioning TIPMs and the symptoms range from horn not working, car not starting, weird things like the windshield wipers running, lights flashing and the horn honking. My Dodge Nitro started doing it and there is a way to reset the TIPM by removing the IOD fuse and reinserting it. However, even that fix started not working and I had to replace the TIPM. It cost $500.00 just for the part. It isn't hard to replace, just expensive.
how do you replace the clockspring?
