If the temperature comes down while driving and the fan at the radiator is not working, then thats why it is heating up at an idle. Also make sure coolant is full.

Is there a radiator shroud on there covering the fan at the radiator? And what little fan are you mentioning? The blower motor?

It may be that the thermostat is sticking. Couldn't hurt to change out the thermostat.
