Dodge Ram 1500 won't start. Cold outside. Dash says tow/hull

I tried starting my Dodge Ram 1500.
It's pretty cold here about 5 degrees.
At first when I tried to start it it made
a whining noise so I turned it off and
let it sit for a couple minutes and
then tried to turn it back on. It made
the whining noise again but then
started clicking then didnt make any
noise and then the dash said tow /
hull. It won't start at all.  Am I
screwed?
