97 dodge tranny issues

So I have a 97 dodge 1500, 5.2 4x4, and I have no
power whatsoever in 1st gear and minimal in 2cd.
When it’s in drive I believe it’s starting off in 3rd
gear. I unhooked my vaccume lines from the
transfer case and put it in 4 low (keeping the truck
out of 4 wheel drive with no vaccume) and it has
plenty of power. I’m not a transmission person so I
have no idea what to check or look into.

Standard question... when you disconnected the vacuum lines did you then plug the vacuum leak you made?
