mmm, could you post a few pictures of your schematic?...be like dunkin' for apples with my hands tied behind my back...but eventually will hit "pay dirt" and see what it is exactly which connection to which relay, which gauge of wires and what colors are being used here~ will start diggin' for your particular situation....give it a few minutes~

test what you do have...what your multi-meter is tellin' you when you test each of the seven connections....you see what it is supposed to do...for example have someone press the brake...at least one should be singin'~~if not the harness has been damaged (these things see a lot of abuse from the trailer connection) test all the connections then replace this harness if you have to (if you find the broken wire)~ okay?
Check the white wire in these connectors. It is the ground and a loose ground can cause same issue. Check continuity from white wire to frame of your truck. Also look under bed of truck close to tail gate. There is another connection under there that may be loose or corroded.
Have a 2003 250 super duty ford well not start I put a test lite between posative post and the cable lite stays on found one fuse his to the I'm but the fuse is still good
