why do i have to take my 1995 olds 98 to the dealer to bypass the vats system ?

They won't bypass it but they can get you a new key if that is what you need. The computer has security features built in and only the factory knows how to fix your issue.

Replacing a VATs key is not that difficult, can't you get another key or keys? You can replace the VATs ignition lock cylinder too, along with matching keys.
