The windows will not go up or down
The door locks all go right back to unlock after they are locked.
Drivers door locked with key will just unlock itself.
All fuses check out fine. The fuses on top of the battery are fine The relay box on front of the firewall under the hood has two relays but no fuses.
When I opened the hood the horn started blowing  as alarm for  a minute or two.
Is there another relay box?
Any other fuze locations?
Any connectors to check?

Offhand, sounds like the drivers door lock mechanism has gone bad. You should have the door locks/ convenience scanned for codes by a dealer or a VW shop that has vagcom. This system can be interrogated and fault codes pulled that will help with proper diagnosis.

Thank you Chris I just checked it and it now seems to work just fine. no horn blowing, doors all lock and the windows all go up and down. What would cause all three to come and go together? Where are they all connected? In a relay box? I will check the codes and see what comes up. Thanks for the help

Ok so i tried to start my 1994 Volkswagon jetta and its doesnt click lr turn over my horn just keeps honking and my lights flicker u know the one that tells u the miles u have traveled. I dont know whats wrong with it
