So I took my daughters 2002 to a shop to get the
horn fix they wanted to charge me 89 just to fix in
labor they told me the problem is in the steering
wheel can someone just tell me how to replace the
horn

The horn itself is located under the hood, typically somewhere in the front end, it might be tucked in by the radiator core support or inner fenders. You can use a meter to test it is getting voltage when button is depressed. The problem might also be in the wire harness leading to it. Then there is the steering wheel, which houses the button for the horn which connects via the steering wheel clock spring. I assume the shop did their troubleshooting and determined the problem is in the steering wheel? If so, you might want to leave that to them to replace, as it's not for a novice.

If they told you in the steering wheel, then the horn is fine, it will be a spring in where the airbag is located. Like a spring action that would connect to sound the horn when you press down on the steering wheel.
