What would cause a key not to start a 2002 volkswagen passat and how much will it cost to fix this problem?

This is a car that I am considering buying but I don't know what I might be getting myself into. According to the ad it has a new battery and a new comfort control module. Does this sound like the owner has been troubleshooting to see what is causing this? Any information that you can give me would be appreciated.

The comfort control module has nothing to do with the key or starting the car: http://www.passatworld.com/forums/42-volkswagen-passat-b5-discussion/149423-comfort-control-module.html If it does not start, for ANY reason, that's unknown trouble and avoid the car like it's covered with South America Fire ants. I have no idea where I got that analogy. Simply do not buy a car that does not start
