when i apply my brakes, the cobtrol panel light comes on, the blikners blink faster, and my rear wiper activates? is it a short or a malfunction?

I would say you have a wiring issue possibly a bad ground. One way to isolate it is to use the fuses to trouble-shoot it. Get your schematic of the fuse box and pull all the fuses that are tied to systems that are giving you problems. Then one by one add them back in and determine at what point you add a fuse and bring back the problem. On this vehicle you should not get any codes by doing this.
