How to fix the gears and clutch to my jetta

I have a 2000 voltswagon Jetta
manual when I push the clutch it
doesn't engaged and the gear I
can move without pushing on
the clutch and the Jetta won't
move,what might make that
happen

I have the same car. The clutch can be picky at times. Push the clutch in all the way, you cant really expect things to normal if you just press half of it. I have found this out in my car. Although I bought it used with 212 BOS miles, I know the clutch is old and probably worn, too and the prior owner just didn't want to put any more money into it.
