If an automatic, you've got either a bad solenoid, worn valve body, low fluid pressure in the trans, or worn out clutch plates in the transmission. This will require a shop to diagnose. If a manual, the problem is simpler, but again will probably require a shop to tear it apart and see what exactly is wrong. Sounds like a worn transmission either way.

I have a 98 vw Jetta gt 2.0 5 speed. The reverse works however it makes a wierd clunking noise/ wind-up noise if I'm backing up a hill I can't go over 2000 rpms or it pops out of gear into neutral ...
