Can I use a ecm for a Volvo 1999 s80 for a Volvo
2000 s80?

Most likely it is coded to that vehicle. Some manufacturers allow for non essential modules to be swapped in for testing purposes, but the dme directly controls the engine and starting, which raises potential concerns for theft, etc. I would bet it is vin specific, or would need to at least be coded to that car to work, and unlock the starter.

Well thanks we've been trying almost everything and ended finding out that was the problem so we were told it might've worked but I guess not.
