I have seen people reliably and safely tow entire cars on tow dollys with a Dodge Dakota like you are describing if it is equipped with a trailer hitch properly mounted to the frame. If you are talking about the capacity of towing with a bumper-mounted hitch ball, I wouldn't go much over 2500 lbs., with less than 500lbs of that as tongue weight.
