what to do to stop oil from blowing out oil dip stick also water mixing with oil

Water mixing with oil is a sure sign of a blown head gasket. Not gonna be cheap to fix

Try a block seal product, sometimes this can fix the head gasket. As far as oil blowing out, it could be a bad pcv valve.

Head gasket has gone for sure. The gas is escaping from the cylinders into the oil pan area and the pressure is escaping from the dip stick tube.
