when starting my vw it sounds like the battery is weak, voltage is there and timing is set. What else should I check? Could it be in the transaxle?

Check all your battery connection. Make sure they are tight and clean. Check negative connection to frame and motor make sure they are tight and clean also. Also check connection on the starter.

Pull spark plugs out and try to start it. If turns over like it should with them out then I would double check the timing. If not I would have starter tested.
