79 VW Conv Bug not turning over since I ran it out of gas

This car has ran really good and we just had the engine redone for the most part. My
husband converted it from fuel injection to carb. When we took it to my dad's
mechanic friend to hook the wiring up for us, he said we had the oil filter on upside
down so he flipped it. It did fine for about 300 miles then my husband ran it out of gas
on the freeway. After putting gas in can in it, he was able to get it started by push
starting it as I was towing it home. Then it started fine he was taking it to his friends
but died on frwy about 5 miles from home. I think he ran it out of gas again since he
never put more in after gas can. But he and his friend believe it to be frozen now
because they have since put gas in it and it will not turn over. Any ideas what to check
to see if it is frozen?

Check your battery,if it is, good,check starter,then for the gas problem,could be clogged filter or bad pump,when it ran out of gas,it may have sucked trash in to the filter and or fuel pump.

One thing i like to know,the oil filter on your volks,it can,t be fliped,i hope that you ment to say gas filter?
