1981 Vanagon Lurching

My 81 vanagon won't go past certain speeds. Raining this morning, it was REALLY bad. Feels like a fuel flow problem, but I replaced the fuel filter, and I smell gasoline. The engine just chokes at a low rpm (>2000, I would guess). Could it be an airflow problem? Any idea how to check that?

I had a similar problem this summer with my 1982 air cooled Vanagon. The problem was eliminated after changing my fuel filter. Hope this will help. Season's Greetings to all Members. Rambler1 Canada
