why do keys get stuck in the ignition when the battery dead

there is a recall for coblats because the keys get stuck in the ignition. they have a new ignition cylinder that is not supposed to bind or stick

I had a 99 bravada that if i left the key in the ignition and disconnected the battery i couldnt get the key out until power was restored. Being GM i'm sure that design is still used. Now if you have power and still cant get it out then you may have a problem.
