2006 Cobalt steering system

I've been told that my Cobalt steering rack needs to be replaced because it is a sealed system and it's now leaking fluid. I've also been told that a Cobalt steering system is all electrical/mechanical and has no fluid. What is the truth?

It's an 8 year old car and cars need maintenance. (I have an '06 as well) Sounds like in your case its the power steering rack. The first one lasted 8 years. No reason to think the replacement one won't as well. I'm assuming any recall issues relating to the steering were taken care of years ago like mine were. Your dealer can look up the VIN and tell you for sure if you don't know. Get it fixed and keep on driving. They're great cars and there's no need to get rid of it unless you're tired of it or its miled out. The cheapest car is always the one you already own.
