Had a 2007 forester come in for headlamp full of water...replaced it and now bad draw on battery and the headlamps are on when the switch is off and off when the switch is on....replaced the headlamp.

Is there anyway something is wired back in backward? Do you thing the ballast would have anything to do with it?

From what I see 1 and 3 are the switch on the relay for the lamps, check to make sure it didn't short. The only other thing is the lamp socket may be no good, try cutting into it jump before the bulb and jumping directly to the lamp with jumpers..
