Car will not turn over, no power to starter cylinoid

I had starter tested, good battery, new dash cluster,
it won’t crank over, no power to obd port, and the
gear selector ( prnd123) shows nothing selected .
I’ve checked relays and fuses too!!! I looked for a
neutral safety switch but did not see one on my
trans, only the linkage and cable

for datalink connector. Pin 16 is hot all the and fuse protected. Use a test light to check. If no voltage at pin 16, check the fuse in diagram. Check voltage at the fuse.

Make sure battery has a full charge and connections all good. Terminal B in diagram, at starter, is hot all the time, comes from battery. The S terminal, in the diagram, at starter, goes hot when crank relay is energized. Any testing at starter motor, make sure transmission is in park or neutral and parking brake is set. vehicle can't move. can you read wiring diagram, below?
