air conditioner/ heater will not turn on!! i replaced the blower motor/fan under
glove box. display lights come on but no air. every once in awhile if i hit a
bump it will come on for a few minutes and then back off again so im thinking
it cant be a fuse. would a relay act this way?

A stuck relay may be the cause of the problem, check the relay box in the engine compartment, the location and description of relays should be on the top of the box, outside or inside. You say that when you hit a bump the blower starts working for a short time so, maybe there is a loose connection, double check what you did and make sure there are no bad connections.

A relay could possibly act that way. But its more likely that the compressor clutch isnt engaging and when you hit a bump might make it engage for a moment. I would think there is something down the line causing the electrical current to weaken so that the clutch wont engage or stay engaged once its kicked on, whether it is a corroded wire, a relay, the coil that engages the clutch or another part in the circuit that doesnt have a good connection, the only way to find out for sure is to use a voltmeter to trace the spot where current is stopped in the circuit. Or you can have a diagnostics run by a shop or someone with a code reader tell you whats wrong.

Turn the car on and set the a/c to max. Open the hood and find the compressor. The a/c refrigerant lines will lead you to it if you cant find it. The compressor is driven by a belt. On YouTube you can look up videos showing what the compressor clutch looks like when it is engaged, also there are many videos that show how to troubleshoot the reason it isnt engaging.
