do I have to take the whole door panel off or can I take that small section off that all
controls are on on the driver side to fix the driver side window control switch?

If you are just doing the switch you do not have to take the door panel off. The switch panel comes loose from the door panel.

how do you know it's the switch if you don't have the panel off?

Because the switch panel can come off separately from the door panel.
