Steering play in front passenger side wheel

I have play in the front passenger side wheel in the 3 and 9 position (side to side).
Up and down is tight and the drivers side wheel is completely tight all around.

In an attempt to solve this, with MOOG parts I replaced the inner and outer tie rods,
idler arm and bracket, and pitman arm. The front wheel bearings/hubs were replaced
2 years ago (~ 22k miles), Lower ball joints were done around 4 years ago (maybe
35k miles).

After throwing all these new parts at the truck the play remains, I need this resolved
to pass inspection. What else could possibly cause this loose steering at only one
hub?
