Has power, but no crank, no start on 2002 Chevy cavalier, can anyone help?

I drive a 2002 Chevy Cavalier. Runs great,
but now some weird stuff is beginning to
happen. I was driving down the road, and
slow to stop at stop sign. When inside dome
light comes on as if door opened or just
after killing car and removing keys to get
out, then turns off. Then I go to start my car
this morning put keys in everything looks
normal lights on instrument panel lights on
like normal. But when try to start vehical,
nothing, no crank, no start, but instrument
panel lights are still functioning like normal,
some go off, and the normal ones go off
and usual ones stay one as if car is being
started or as just been started. No recent
maintenance, under the hood of any kind.
Does anyone got any ideas on what is going
on? And how to fix it, because it's happening
more frequently now, but only every now and
again.

Make sure battery has a full charge and battery connections all good. Note the starter motor wiring diagram. Check those fuses for voltage, use a test light. Pull the crank relay shown in diagram, use jumper wire in cavities for switch side of relay, in the diagram, the switch side of relay is the right side. The starter motor should crank the engine. If you try that, make sure transmission is in park or neutral and parking brake is set. Vehicle can't move. If you have the key in the on position, when you use the jumper, the vehicle may start and run, depending on the problem? If it does start and run, the problem is on control side of relay, that side needs voltage and ground to energize.

OK so I found this and this a spare Grey or black wire randomly coming out of the BCM... in fact the BCM box won't even shut because of that wire it's unbelievable and the third picture I'm going to show you is this completely Hollow it looks like a ground wire under my fuse box in the engine bay and it's threw me for a loop I've never seen a completely Hollow wire

And has anyone ever seen anything like this look at this completely random gray wire sticking out of the BCM box the BCM box can't shut because of this wire sticking out
