I have recently bought a 1980 Cutlass
Brougham and when I bought it the guy told
me that he put a new timing chain on it but
the timing was off but the body of the car
and interior of the car is in good shape but
should I try to fix the timing or put another
motor in it if so what motor and
transmission, need help on this project

I would call the gent that sold you the car and ask for the mechanic that did all the past work. Drive over to that shop and ask for a print out of the maintenance history. Usually u will get a better and more honest answer from the mechanic on all the things necessary to fix/repair the vehicle that way. As a Back up plan .... is to take it to a trusted local mechanic and for $xx give it a good run through of what needs to be done
SHE TOOK IT AS IS .... DONT BUY ANYTHING....ANYWAY... THE TIMING CHAIN GEARS ARE EASY TO ADJUST , ..AFTER YOU TAKE THE WATER PUMP OFF..I..... HENCE.. >DEGREE KITS
He also said that it sound like its trying to turn over but won't start
