I have 83 cutlass with a v6 and when I start it up the motor sound like it's at full throttle but the throttle looks normal

OK, it's probably the choke or idle speed control, which sounds out of control according to your description.

Close to the carburetor. I'm working on my 83 cutlass supreme as well.
