If you cannot pull the cable from inside the car then you have a problem. In the front of the car you may be able to get under it and with a long tool, release the latch. It won't be easy.

Have you tried having someone push down on the hood while you pull on the release? That might take enough pressure off it to let it move. After you do get it open lubricate everything thoroughly and make sure its moving freely before closing the hood again.

I had the same problem before. while pulling the latch have another person tap the top of the hood right were the latch is. Bang it a little hard the release might just be stuck. Or go up under the bottom to release it manually.
