What is the secondary battery for 1999 suburban 5.7 4 x 4

Just curious why the 1999 Chevy suburban 1500 4 x 4 has two battery
slots for and does it need to batteries for daily driving

probably as an option for the gov issue version. Extra batteries are usually there to help charge or keep accessories on without killing main battery
