Same engine, same car.. the only difference that could make the speed change is carb set up and transmission really.. maybe gear ratio.. but if you had cars from both years with same running gear it would be about the same.
I would think it'd be the same but you can't take for granted when it comes to HP ratings back then. The 1966 street Hem (Rated 425 HP) had over 800 Horses.
