What would be going on if my 2010 Ford Taurus AC is getting cold but will turn
on and off while im driving running the AC?

What turns on and off? The blower or the cold air? If it's the cold air, you've got a low refrigerant/freeze up issue, expansion valve sticking, moisture in the system. Conduct a heat load test.
